Tagylykova Jyldyz Kasymovna

Chairman of the Board of Directors

Jyldyz Tagylykova is the founder of LLC MFC “UFC,” now known as MFC “Universal Credit.” She has extensive experience in the banking sector, including work at KICB and Aiyl Bank. Additionally, she has experience working with international organizations, including more than two years at the UNDP.

As a Board Member of the Kyrgyz Agricultural Financial Corporation (KAFC), Jyldyz Tagylykova coordinated strategic planning and the implementation of institutional development initiatives for KAFC. During this period, she headed the KAFC lending department and was responsible for the performance of 10 corporation branches across the Republic. She also actively collaborated with the World Bank, the Asian Development Bank, the Parliament, and the Government of the Kyrgyz Republic.


Tazhibayeva Saltanat

Member of the Board of Directors

Saltanat Tazhibayeva has been a member of the Board of Directors of LLC MFC “UFC,” now known as MFC “Universal Credit,” since 2019. She is a certified auditor and a Certified Accounting Practitioner (CAP), with expertise in financial and tax accounting.

Since 2019, Saltanat has been a Board Member of the Public Association “Union of Accountants and Auditors,” and since 2022, a member of the Public Association “Chamber of Independent Directors.” From 2004 to 2019, she held positions as Financial and Executive Director at HLB Marka Audit.

Currently, Saltanat serves as the Director of the consulting company HLB Scope Kazakhstan, a full member of the international consulting network HLB International, which ranks among the top 10 firms in the Forum of Firms. She is also the founder and director of the consulting company “Ratio Master” in Kyrgyzstan, providing accounting and taxation services.

Baijumanova Anara

Member of the Board of Directors

Anara Baizhumanova has been a Member of the Board of Directors of Universal Credit MCC from 2019 to 2023 and has held this position again since June 2026. She brings more than 15 years of professional experience in the banking sector. From 2011 to 2014, she served as a Member of the Management Board of Bai-Tushum Bank. From February 2023 until 2026, she served as Director of Universal Credit MCC.

Anara is a Certified Financial Literacy Trainer with extensive expertise in financial education and client protection. She has practical experience in implementing and obtaining bank certification under the SMART Client Protection Standards.

She is an expert in small business development and has over 20 years of experience managing and implementing projects in cooperation with leading international development organizations, including the German Society for International Cooperation (GIZ), the Delegation of the European Union to the Kyrgyz Republic, the International Finance Corporation (IFC), the United States Agency for International Development (USAID), and other international partners.

Anara is also the Founder and Director of Spot On Consulting, a consulting firm specializing in business development and professional advisory services.



Management board

Keneshbek uulu Ulan

Chairman of the Management Board

Ulan Keneshbek uulu has over 20 years of experience in the microfinance sector. He graduated from Al-Farabi Kazakh National University in 1999 with a degree in Management. In 2001, he completed his Master’s degree in Banking at the Kyrgyz International University.

His career in microfinance began in 2000 when he started working at the Kyrgyz Agricultural Financial Corporation.

Ulan has been with “Universal Credit” since its founding in 2006, progressing from a loan officer to the company’s director. He holds numerous certificates from specialized courses in microfinance.

He has been awarded the honorary title of “Excellence in Microfinance” by the Association of Microfinance Organizations.

Since 2022, he has also been a member of the Board of Directors of the Association of Microfinance Organizations.


Azamat Akshamov Temirbekovich
Deputy Chairman of the Management Board

Azamat Akshamov is an executive with more than 19 years of experience in the banking and microfinance sectors. He began his professional career in finance in lending and subsequently specialized in credit analysis, risk management, financial risk management, and finance.

For more than ten years, he worked at Bai-Tushum Bank, progressing from a Credit Specialist to Head of the Financial Risk Management Sector. In subsequent years, he was responsible for financial planning, budgeting, liquidity management, and financial risk management at M Bulak MCC in Kyrgyzstan.

In 2025–2026, he served as Chief Financial Officer of M Bulak MFI in Kazakhstan, where he contributed to establishing the financial function and risk management system of the newly established company.

Azamat has extensive practical experience in strategic and financial planning, lending, risk management, IFRS 9, budgeting, treasury, management reporting, business process optimization, and cooperation with regulatory authorities.

He graduated from Kyrgyz National University named after Zh. Balasagyn with a degree in Finance and Credit. He is a Frankfurt School Certified Risk Manager and has completed training programs in corporate governance and corporate director development.

Azamat is a member of the Chamber of Independent Directors of the Kyrgyz Republic and serves as an Auditor of the Chamber.


Ilyas Bekmanbetov

Director of Business Development and Strategy

Ilyas Bekmanbetov is an executive with more than 19 years of experience in the banking and microfinance sectors of the Kyrgyz Republic. Throughout his professional career, he has held senior management positions at Companion Bank CJSC and FINCA Bank CJSC, where he was responsible for branch network development, credit operations management, implementation of strategic initiatives, and improving overall business performance.

Currently, Ilyas serves as the Director of Business Development and Strategy at Universal Credit MCC, where he is responsible for implementing the company’s development strategy, launching new business initiatives, and overseeing lending operations. In this role, he ensures the sustainable growth of the loan portfolio and continuously enhances credit processes and operational efficiency.

Ilyas holds academic qualifications in mathematics, information technology, and economics. He also regularly advances his professional expertise through executive education in management, business development, and credit management.

His core competencies include strategic management, business development, credit management, team leadership, and operational excellence. Drawing on his extensive industry experience and practical approach, he successfully leads initiatives that drive sustainable business growth and enhance the quality of customer service.


Gulmira Sardarbekova

Chief Accountant

Gulmira Samarbekovna Sardarbekova is an experienced accounting specialist with 27 years of experience in the banking system. She began her career at OJSC “Aiyl Bank,” gradually advancing from a specialist to the position of Chief Accountant.

Since 2023, she has been serving as the Chief Accountant at MFC “Universal Credit.”

Her professional achievements have been recognized with a Letter of Appreciation and an Honorary Diploma from the Union of Banks of Kyrgyzstan, a “Accounting – Level 1” certificate, an Honorary Diploma from OJSC “Aiyl Bank,” and several certificates from training centers.


Tanabayev Aybek

Credit Manager

Aybek Tanabayev has been working at MFC “Universal Credit” since 2009. He has over 25 years of experience in the microfinance sector. Since 2020, Aybek has held the position of Credit Manager, leading the lending process, as well as the development and implementation of new credit products. He also coordinated an IFC housing finance project aimed at improving household energy efficiency.

Aybek has received awards for his many years of dedicated service, professionalism, and active contribution to the development of the microfinance sector, including recognition from the Association of Microfinance Organizations.


Sidalieva Chinara

HR Manager

Chinara Sidalieva began her career in the credit sector at JSC MFC “Finca” and has over 20 years of experience in the banking and microfinance sectors. Since 2014, Chinara has held leadership positions. She has been with MFC “Universal Credit” since 2018, currently serving as the Head of Problem Loan Management and HR Manager.
